i dont knwo how to do models of anything.can i say ideas for hats on facepunch and see if anyone would model it and if its finished its put in the workshop with both me and the other persons profile?

Why should they put your name on it? Cause you said "make a hat with x"?
I recommend drawing out your idea over a character, then learning how to texture; it's difficult but a great hobby and fun thing to do. It doesn't really require any real equipment aside from maybe a tablet, but it's worth it if your items are good enough.
