Halp needed with TF2 Dedicated Server.

Alright, I made an Team Fortress 2 server with the ''Team Fortress 2 Dedicated Server'' tool, when I launch the server, no wane can connect :S.
I asked for a friend to join and he says he's getting ''Connection failed after 4 retries''..

All settings are correct, all ports forwarded...
What could be the problem?

Dont use the dedicated tool

you need different software, Instead just go into tf2 and click create server, Then get your friend to join you

try typing those in the console
