I just don't understand I have never been able to understood why. I can run high end games like Skyrim and Battlefield 3 all at full 60fps but I have never been able to run TF2 at a constant 60 fps. I don't know the details, but I'm positive TF2 doesn't require a high end system like the games I mentioned do which I am able to run. Anyone had this sort of problem? Anyone know a way around it or a way to speed up my frames? I would appreciate it. I turned down some of the settings but it didn't really help.

TF2 is actually fairly optimized with LODs and everything. Bots can be a bit CPU heavy at times but in a match with them you can usually run the game just fine at high fps.
From what I've gathered the customization is what affects the game because of all the variables the game has to accommodate for. That's why Valve is hesitant to add new equip regions for new items as well. From what I can tell the real issue is how fast the game can communicate with the Valve servers to tell your computer what to render. Because loadouts and teams can change on the fly, you can't simply cache these things either.
Not sure if it's a general Source problem or netcode issue, but in either case TF2 wasn't designed with all these cosmetics in mind.

Not completely related, but TF2 loved causing my computer to overheat a few months ago, while it worked fine with other games. When it started getting hot, it dropped to 30 fps all the time.

If it locks to 30fps that means you have Vsync on, what will either happen then is constant 60fps or if your computer can't handle that it will lock to 30fps. If you have an Nvidia card enable the Adaptive Vsync option.

I just installed this and now every server I connect to I get "Timed out" of. The few times I do connect I get "Secure connection failed". I'm not sure if this has to do with my internet or with this config, this wasn't happening last night.

Sorry, but you shouldn't talk so confidently when you're talking out your ass, you'll just confuse people.
Netcode is asynchronous, doesn't block the main thread, and thus has no impact on framerate. It doesn't matter how long it takes for Valve's server to respond, that would not impact your framerate, only your latency, obviously.
If you ask me, with all the cosmetics, I think Valve is exceeding some people's VRAM budgets, causing models to be loaded and unloaded in the same frame (stuttering), and in other cases using too many draw calls per player. The game's also running on some pretty dated techniques that put a lot of stress on the CPU. For instance, all facial animations are done on the CPU and uploaded to the GPU in all Source games. The BSP format doesn't lend itself well to complex geometry and is a waste of CPU time in the new age. Lots of problems with Source and TF2.

No, it wasn't it, I never play with Vsync on anyway. I played TF2 for months in this laptop and everything worked fine, until one day it decided to drop to about 30 fps after playing for more than 15 minutes, I found out it was a overheating problem. I decided to send it to customer support or how the hell it was called. It wasn't a hardware problem, it was most likely dusty fan, my house is a dust magnet. Now that my laptop is properly cleaned now, TF2 runs nicely, but runs even better with the FPS config thingie I mentioned.
Having a decent CPU is a vital thing. I think an i5-2500 or 2500K should do the job.

Also, VSync was off
Launch the game with the -nod3d9ex parameter and in fullscreen and tell if you notice any improvement in framerate or stability.

I wasn't spitting it back, and I'm thankful for his advice. It's just that you get so many people on here that just want to ruin other peoples experience when they actually require help. If you have a processor that has Hyper-Threading, disable it in BIOS, reboot and try to run TF2.
I have an Intel Core i7-860 which I've had to disable Hyper-Threading for because it makes TF2 run like ass for some reason. It really boils my blood when I have to limit features of my CPU just to get TF2, a game that was meant to run on gaming computers, to run correctly. Valve should've taken care of that a long-ass time ago.

Using the showbudget console command shows the "unnacounted" bar to take a lot of processing power, i'd like to know if someone fucked up somewhere or if that bar is like the inactive system process in the task manager.
Nod3d9ex i think disables the alt+tab crash fix, which i think lowered the fps a bit, and running windowed or nobordered also decreases fps.

Hard to explain, but i7-s are for rendering stuff because they have 4/6 cores + hyperthreading.
i5-s have 4 cores and as they do not have HT (What is boosting the threads amount), they run games better because games are optimized for 2 or 4 threads usually.
Some games detect the Hyperthreaded cores and do not use them but some fuck it up because the devs have a publisher pushing a stick up their ass.
Programs for rendering etc. use the all the threads. That's why i7-s are faster for them.

I rarely go under 60 with a Core2Duo on the highest settings with 8x AA.
