In case nobody else knew (I see a lot of questions in this thread), the story behind these is that they were a planned product to be given away as a promotional item at cybercafes. Valve artists did them up before the launch of TF2, but for one reason or another they weren't deemed to be plausible as a mass-produced item. I'd say if you guys really want them to be made into an actual product (I know I'd buy a fuckton of them, especially if they made expansions for every in-game update with new weapons and maps), you should shoot Valve e-mails about it.
