Problem with hoarders is they restrict the amount of those hats that are available to the market, as with the case of max heads, any head that ISN'T being traded can dramatically increase its value.

Also his name is sort of a double entendre; it looks like "herp" but transliterated says "negr" (which is the Russian word for negro, according to Google translate).
