The Steam Servers are still currently too busy to handle my request

I keep trying to launch TF2, and I always get this "too busy to handle your request" message. Also, if it helps explain my problem, the TF2 update is just not downloading for me. It taunts me, stating it is at 100% ready to play, and I have yet to see it switch to "Downloading update" at all today.
