What do weapon levels do? Are they like more powerful the higher the level? or has valve not done anything with it yet?
Its a bug.
There are various rumours flying around that Valve eventually plan to do something with them, but until then Valve are telling us that it was a Steam Cloud bug. I, for one, am proud of my level 47 Huntsman.

I always thought that the levels were a limited time thing so people have more rare items for when trading comes out.

Level 73 Sandvich, it's not as delicious as lv100 one, but its still good enough for me.

Damn the irony of that level being attached to that item. I have one too.
I'm pretty sure the random item levels was a bug attached to the hats being random levels. They forgot to set the items to NOT be random and that's what we get.
At least, it seems plausible to me.
