I agree, now a days clans are just pathetic, they are rarely used what they are meant to, tournaments and clan matches.
I remember back in the days of CS, and CSS when being in a clan had some kind of prestige to it. Especially a good one. I remember being in this one clan we came in 2 second in a tournament and won $1000. Good times.
If we need prizes, I give up.

Most servers hate that. If you have to advertise in other servers your "clan" is shit. Hell it as shit before, but now it is worse.

Clans are pretty good to finance servers if you ask me. That and closed training was the main benefit when I was in one in my CS 1.3b days.

I would buy XTR's Dedi Servers when I have to money, but I need a Domain Name.
Most of the time you get it by running multiple servers.
In all seriousness the best way to do it is make a good server and build up a community. Just make it a vanilla 24 player server with the only mod being source mod and maybe a few good custom maps (don't overdo it though). If you want to attract "pro" types then you could also enable nocrits and nodmgspread but I think it'd be more wise to just go with vanilla.
