The aiming would have to be offset unless you want inaccuracy, so people could be all "lol shoot around corner" and "lol see around corner without appearing"

It can work in some games, but it could (arguably) have an effect on the gameplay of tf2.

The only plugins which have thirdperson force third person in a hacky way. And last time I checked for a thirdperson plugin, it would crash the server with 6 players using it.

It's a trading server, and it got sv_cheats set to 1. Sometimes i think it's disabled when there is too many players in the server.
Type: thirdperson to activate thirdperson mode in the Developer Console.
