I think he means more useful in combat.
If you didn't take damage from rocketjumps in exchange for less damage when attacking, it would make for a more mobile, less medic dependant, crazy flanking soldier.
Benefits both comp and pub play, I'd imagine.

Interesting fact: I know him IRL, hes a nice guy. But hoodoo is insanely unbalanced, I think his other maps are more balanced, and he has skills in hammer.
