You can see the download link below, they're in VTF format, just toss them in your sprays folder and open them up in-game.

Can't help you there.
However, you can find the TF2 fonts in your TF2 folder here.
C:\Program Files\Steam\steamapps\(your steam id here)\team fortress 2\tf\resource
