TF2 server error. CreateFragmentsFromFile spam causing lag.

I am in need of some help. Every 5-10 min, in my servers, I get the error message CreateFragmentsFromFile 'downloads/blahbah.dat' doesn't exist. And each time my servers get this message, they hang for about a second. I believe i can fix it by disabling upload to the servers, but I want to avoid that if I can. Does any one know of another way to fix this error?
