Suggestions for TF2 Gun Game and Saxton Hale server

Hey everyone, I've started a TF2 server that cycles through Gun Game and Saxton Hale. (I'm not posting here because I don't want it to come off as an advertisement.) What I'm looking for is for some tips on how to populate it legitimately.
I've seen a lot of TF2 servers get by with running 24/7 ctf_2fort servers or by running super-mega-broken-unbalanced-custom Saxton Hale servers. I'm not really looking to do that. I don't like rock the vote plugins that override your slot keys, nor do I like plugin bloat. I don't like primarily running stock maps, nor run of the mill maps. (although my map does sport a few generic Saxton Hale maps) I don't like skins.
I don't like doing any of these things along with anything that hinders gameplay experience, but it seems like I have trouble grabbing people's attention by being a custom map server that offers Gun Game (which really only thrives when there's more than four people), or Saxton Hale (another server that only thrives when there's more than four people).

What's the secret? What gains popularity? What should I be doing?
Saxton hale is a bloated market for servers
specialize in gun game, players might be more likely to come due to the novelty.
Thanks dude, that's what I was thinking, but unfortunately I have trouble mustering up people with just Gun Game. With that said, I've got rid of Saxton Hale and it's only a Gun Game server now.
