They used to be rational, but random, prices. But since they all got used and for some reason left the drop system, all that was left were ones that no one in their right mind would try to craft with.

It can distinguish rare MvM loot drops, festives are easy to discern, and they can create a whitelist containing the stranges from the salvaged and select reserve crates.

Probably not; the Collector's quality comes from its own chemistry set; chemistry sets still output strangifiers. Time will tell how the collector's ones work.
