What I am referring to, is a spray that changes depending on how far you are from it, but this one is animated! Does any one know how to make these, as I would love to start making some of my own?

It's more than possible. In this case, he used the "Darken" sharpen filter when he imported the frames which made every mipmap inivisible. However, more complex fading/animated sprays can be done by creating a VTF for every mipmap different from the original image and then using [url=http://www.riintouge.com/VIDE/]VIDE[/url] to copy the appropriate mipmaps for each frame over the original.
Also, this would have fit much better in the Post Your Sprays thread.
