That is a picture of the heavy, thus the heavy's name is "rudolph". Rudolph Abel was the alias of a KGB agent sent to America in 1947 to supervise stolen intelligence from the U.S. Government.

Just because it's Heavy's skull that the xray is of does not mean that Drew Wolf is actually the Heavy.

Valve is known for making oblique references to real events.
This could be an elaborate reference to a KGB worker who worked under the alias Rudolph or...
Perhaps the fact that they're calling their imaginary m&m snorter an anagram of Rudolph is a reference to the fact that it's nearly Christmas. Maybe it is a reference to a later holiday surprise.
I think the latter is far more reasonable. And from what I've seen Valve makes references to well known things in obscure ways usually.
