Are all stickybomb-oriented achievements (like Pipebagger, Loch Ness Bombster) achievable by both the standard weapon and Scottish Resistance or do some require the standard one specifically?

The standard weapon is fine. It tells you if you need to use the Scottish Resistance

I know, my question involves a requirement the other way around :) Is Scottish Resistance fine for ALL of the stickybomb achievements?
Actually, I would say no, given the fact that its near impossible to sticky jump properly with the sco res.

Probably not.
As been said, it's not very good for sticky jumping.
It is also not very good for "airburst" stickies, shooting stickies at your enemy and exploding them before they land on the ground.
The normal sticky launcher can however unlike the SR, not destroy other stickies.
Nor explode at different places without destroying ALL stickies,
