i never thought of it making the sentry do less damage.
but i am pretty sure it would be the weapons damage, or it would say -25% sentry damage done...
Except the build rate actually isn't increased by a full 30%... More like 18% or so.
Buildings don't build faster automatically, because that doesn't have anything to do with the wrench itself.
They'll build 30% faster while you're hitting them with the Jag.

Yea, I guess I'm overcomplicating it though. With the swing speed delay it ultimately won't build 30% faster, but it will boost the speed increase with building by 30%, but because of the slow speed that's why I got that number.
Also, just an FYI, it speeds up sentry construction by about .75 seconds and dispenser/tele construction by about 1.5 seconds.
Not sure whether or not it was intended to be such a palty bonus.
I love how the Stats don't fit the look of the weapon at all.
