In tf_english Im trying to rename some item names but everytime I go in tf2 they somehow reset to their default names and attributes. Am I doing something wrong?

He means go to the file properties and check the Read-Only box.

Nope, I used to do it. All you have to do is make it read-only, last time I checked. Although you have to redo it every time something's added to tf_english.
Make it read only, and even then, make back-ups. Valve likes to delete anything in your folder that they've tweaked in their GCF with every update.
You can also just edit names in the items_game.txt
