I'm trying to join servers on tf2 and it says I need that. What the fuck is it and why do I need it? And why doesn't it download it for me like any other VALVe game does if you join a server and you don't have a item that's being used in the server.
At least my stalker hasn't spam rating everyone a polite/nice/friendly rating -_-

delete that file from tf/particles and I bet you it works not from the gcf files but your steamapps account folder
