Well the arab server is really shitty but it's probably the least-laggiest one in all of TF2 for me.
It has sv_pure, disabled sprays and a swear filter (FFFFFFFFFFFFFFFFFFFFFFFFFFFFFFFFFFFFFFFFFFFFFFFFFFFFFFFFFFFFFF)
