Mine never did. In the old UI, Steam said "Download Pausing...", but kept downloading. You could watch it download by hovering over the tray icon. I had to "resume" it, then actually pause it to stop it from downloading. It picked back up whenever I loaded a new map in TF2, though, and I had to pause it by hand again. The new UI seemed to fix that for me.

It was a freeze frame of me playing a game and downloading at the same time cause I had just discovered you could do that. You can either rate clocks or informative accordingly.
