Are there any sites out there that I can download roms from and run them in Dolphin? I've searched around and all I could find were shitty inactive torrents. Are there any good sites for PS2 roms as well?

Look them up, if you search multiple sites and such you should find them. I don't know of any torrent sites anymore, (I don't pirate anymore), but I once found a download with all of the dreamcast games, I'm sure there's something similar for GC games.

Actually, it is illegal to download roms, regardless of whether you own the game or not. The only legal way to get a rom is to rip it from your own games.
