Okay, so we're talking about an RPG called Fallout 3. It sets in future, the year 2277, two hundred years after a huge nuclear war.

Plot:
Similar to previous Fallout games, Fallout 3 takes place in post-apocalyptic United States. The character is a member of Vault 101, a fallout shelter serving Washington, D.C. One day, the character wakes up finding that the father has left the vault and ventured into the wasteland for unknown reasons. The vault overseer becomes suspicious that the character had something to do with the father's disappearance, and the character decides to go out into the Capital Wasteland in search of him. Along the way, the character will encounter organizations seen in the previous games, including the Brotherhood of Steel, a group of technology-coveting survivors, and the Enclave, the elitist and genocidal remnant of the U.S. government.
Gameplay:
Unlike in the older games, character can be controlled either first-person or third person. The fighting is practically real-time, with an exception of the Vault-Tec Assisted Targeting System. The VATS can stop time, allowing you to aim specific body parts. Bethesda developers have described as a hybrid between turn-based and real-time combat. This is useful, since hitting specific body parts have different effects. This also affects you. Shot in leg? You'll move slower. Shot in arm? Your aim sucks. Shot in head? Your vision gets blurry. You can cure crippling by sleeping, stimpacks, or going to a doctor.
You can also lockpick, (usually) steal from a container which is locked. Locks cannot be bashed open to balance the game. Hacking is possible, sort of a different kind of lockpicking. It can be used to make an enemy sentry turret turn on your enemies. Since they haven't shown much gameplay, I can't really tell much of the other activities. We can only assume that they have added the same things that are in the old ones. This is very probable, since the Bethesda crew has lots of fans of the old Fallouts. Bethesda crew told that in the main storyline, you'll only have to kill one enemy. A bloatfly.
The weapons get fucked up the more you shoot with them. They lose their accuracy and fire rate. Wearing them out too much can also cause weapon jams. And that's just awesome. A quick weapon fix may save your life. You can also use a bunch of junk to create even better weapons, such as the Rock-It launcher. This weapon shoots practically anything from Teddy Bears to Nuka-Cola bottles and Lunchboxes. I'm not quite sure if it's that useful. Fun atleast.
Following thing may be important to few people! You can have a crew of 3. This contains you, Dogmeat (your lovable dog, I dunno), and another person. In addition to having Dogmeat in your party you will be able to send him out on his own to search for items such as arms and ammo, radiation medicine, and stimpacks. Dogmeat can die and not be replaced. Take good care of your dog! The AI shouldn't be too bad in combat either. Someone who played the game on some convention said that he saw the people take cover behind barrels. The game is also very gory:
:siren::siren::siren: FALCON PUNCH :siren::siren::siren:

(And funny)
There should also be prostitution. Hold your horses, there is no nudity in the game (until those pesky PC-gamers mod it in).
"Home-made" weapons:
There are also multiple weapons to build yourself. You need the blueprints and materials for each gun to be able to build it. I remember Bethesda saying that there is one for each class of weapons. Here are few:
Rock-It Launcher - Launches physics objects at high velocity (damage is proportionate to weight). Contrary to the E3 Demo and much fan rage, you will find exploding raiders with a teddy bear very difficult.
Rail Roader - It fires railway track spikes (making a steam train sound when it loads another spike). Critical kills on a specific body part will tear it off and nail it to a hard surface behind it. Probably going to be an excellent improvised armour piercing weapon.
Lunchbox Mine - A proximity IED made using a lunchbox, explosives and bottlecaps (also your currency - build these things if you have lots of money and aren't sure what to do with it). Most likely to be a good weapon for preventing light or unarmoured targets from closing in to deal melee damage.
Flaming Sword - Bethesda may have cut this one out, but if they haven't, it's exactly how it sounds: a sword which is either on fire or uses a battery to generate massive amounts of heat in the blade.
So basically, a big open world full of mutants and stuff, just waiting for you to go around and explore.
Karma:
This is a system that is, I guess pretty simple. Do shit? Shit happens to you. If you do unfriendly things to people, you'll get bad karma. Usually stuff that happens in a town, stays in that town. This has an exception. If you do it against a faction of some kind, everyone in that faction will know about it. Hey, atleast it works better than the Oblivion one.
I'm not sure if I fully understood this system.
RPG stuff:
This game has a thing called SPECIAL-system. It's a character creation system that contains three features:
Attributes:
These are the features you are born with. Unlike in Oblivion, these cannot be improve during the game.
Strength - A measure of your raw physical power. It affects how much you can carry and the effectiveness of all melee attacks.
Perception - A high Perception grants a bonus to the Explosives, Lockpick and Energy Weapons skills and determines how far away you can spot threats.
Endurance - A measure of your overall physical fitness. A high Endurance gives bonuses to health, environmental resistances (poison, radiation, fire) and the Big Guns and Unarmed skills.
Charisma - A high Charisma will improve peoples' disposition towards you and give bonuses to the Barter and Speech skills.
Intelligence - Affects the Science, Repair and Medicine skills. The higher up your Intelligence, the more Skill Points you'll be able to distribute when you level up.
Agility - Affects your Small Guns and Sneak skills and the number of Action Points available for VATS.
Luck - Raising your luck will raise all of your skills a little. Having a high Luck will also improve your critical chance with all weapons.
Skills:
These are the things you improve. Every time you level up, you will be given a specific amount of skill points, depending how much intelligence you have. You can invest them any way you want to.
Barter - Affects buying and selling prices for items.
Big Guns - Determines your effectiveness with all oversized weapons, such as the Fat Man, Missiles Launcher, Flamer, Minigun and Gatling Laser.
Energy Weapons: Determines your effectiveness with weapons which use laser and plasma instead of conventional projectiles.
Explosives - Determines the power of mines you set and ease of disarming hostile mines; determines effectiveness of all non-launched explosives you use.
Lockpick - Used to open locked doors and containers. You can't even attempt to pick hard locks if you have a low skill level. ()
Medicine: Determines how much HP you replenish using Stimpacks and the effectiveness of radiation treating drugs.
Melee Weapons - Determines your effectiveness with melee weapons.
Repair - Allows you to maintain weapons and armour; affects the starting condition of custom-made weapons.
Science - Primarily used to hack restricted computer terminals.
Small Guns - Determines effectiveness with conventional-projectile-using small arms.
Sneak: Makes it easier to remain undected, steal items and pick pockets. Attacking while undetected grants a garunteed critical hit.
Speech - Does not open up new speech options. Instead, it affects certain dialogue choices where your Speech skill affects whether you can successfully get information or increased rewards out of NPCs.
Unarmed - Surprisingly, this hasn't been dropped. Kicks have been removed, meaning you fight with your fists (and the few weapons designed to augment it, from Brass Knuckles to the Power Fist).
Perks:
I don't how many of these are, some of them can be found in the first of the newest gameplay videos. They basically give you a specific boost in something. Here are few that me and fellow Facepunchers know:
- Bloody Mess - People around you have the tendency to die in ridiculously violent ways
- Lady Killer - You're better in killing WOMEN!
- Strong Back - Be able to carry more
- Gun Nut - Gun Nut lets you repair and maintain a large variety of small arms, and adds 5 points to your small arms + repair skills every time you level up
- Nerd Rage - Does something probably
- Child At Heart - Empathy with child characters; possibility of more dialogue options (esp. in quests)
- Black Widow - Female version of Lady Killer; same bonus, but both give you better dialogue options with the opposite sex.
- Little Leaguer - More damage with melee weapons and grenades.
- Daddy's Girl / Boy - Science and Medicine skills increased.
- Grim Reaper's Sprint - Finished 1st in official 'Create a Perk' contest and likely to appear in the final game: AP fully restored for every kill you make. OP sez: It seems a bit too unbalanced to fit in the game
- Swift Learner - Extra experience points given every time you level up.
- Intense Training - An additional point into any one of your S.P.E.C.I.A.L skills.
- Thief - Each rank gives a bonus to Sneak and Lockpick skills.
- Mysterious Stranger - Fail to kill a target after running out of
AP in VATS and the Mysterious Stranger will appear to finish them off.
You can take drugs to enhance your skills or attributes, but there's a downside. You can get addicted. Not having your daily portion of something will give negative effects on your stats.
Radiation:
In this game, don't drink the water. They put something in it. And that's radiation. If you drink water that has radiation in it, your radiation level will rise. If you get too much radiation, your stats go down the shitter. If you keep it up too long, you'll DIE. But hey! You can cure radiation by medicine and few other methods. There is also a way to avoid getting radiation from water. By drinking it from safer places, like from a... Shitter. Anyway, you have to drink the water. Or something happens I dunno.

Fallout 3 will be released to PC, Xbox 360 and PS3.
October 31st, 2008 (EU)
October 28, 2008 (US)
After the American release, I'm closing my internet down for 3 days. During that time I won't be reading anything about Fallout 3. I suggest you other Europeans do the same.
Thank you for reading the thread. If there's anything I've forgotten, please tell me and I'll add it while being very embarrased.
One last thing. Please try not to be negative towards the game.
Edit:
A few updates, and one HUGE update.
Edit:
Edited the OP a bit, since Fadeaway's list of improvised weapons is a bit negative. I enjoy the Rail Roader's sound.
Edit:
Made the gameplay a bit more easier to read
Fuck. Yes.
I SO can't wait
(oh ok.)
Anyone know the details about the Pipboy alarm clock?
Is it still happening? What edition is it in?
just found out : http://news.gotgame.com/fallout-3-limited-edition-comes-with-pip-boy-3000-id-rather-burn-my-money/
$129 bucks? what the fuck
Wasn't there ANOTHER Fallout 3 thread?
Hezzy closed it because this one is better. (And he knew it was being made, while he closed it.)
Wasn't there ANOTHER Fallout 3 thread?
Doesn't matter, this one has A LOT more information.
Wasn't there ANOTHER Fallout 3 thread?
Got locked since had no content and OP has been Perma'd.
Edit:
Beaten :uhoh:
Wasn't there ANOTHER Fallout 3 thread?
This ones better and actually has content in the OP.
I want it so I can blow towns up and fire nukes at people and because the achievement icons are meant to be like a story.
Very good megathread, good job.
I'm really hyped for fallout 3, it's on my "holiday consumerism fest 08" list. It's gonna be awesome.
Anywho, the only thing I am really concerned about is the AI.
Considering that the Oblivion one was shit and predictable.
And I try not to hype too much with Fallout 3. I will just get disappointed.

Thanks mate, I was kinda afraid of making lots of spelling errors and forgetting things like Fallout 3 being an RPG, but I guess it turned out fine.
Edit:
Changed the OP a bit, made Falcon Punch more visible.
Throwing has been removed due to no other throwable weapons aside from grenades. Yes, Sneak and Steal have been merged into Sneak.
A couple of new Perks and some more information for the current ones:
Child At Heart - Empathy with child characters; possibility of more dialogue options (esp. in quests)
Black Widow - Female version of Lady Killer; same bonus, but both give you better dialogue options with the opposite sex.
Little Leaguer - More damage with melee weapons and grenades.
Daddy's Girl / Boy - Science and Doctor skills increased.
Grim Reaper's Sprint - Finished 1st in official 'Create a Perk' contest and likely to appear in the final game: AP fully restored for every kill you make.
EDIT:
Also, I've always doubted that Bethesda are really fans of the Fallout games. All we have to go on is their word for it and in their position, even if I'd never even played Fallout 1 or 2, I'd say the same thing to justify the changes I'd be making and to pacify the fans.
The thing I'm really concerned of is the size of it and the graphics.
Honestly, I feel that they could have done better with some of the textures.

oh my fucking God, no.
all it takes is some dumb fuck in his basement to make a pedomod and get this game banned in half the world.
Change "player" to "character".

You can see pictures from the very first beginning of the game. (When you are a baby or so.)

Stop jumping to conclusions. We're not talking 'hey kid, I've got candy in my power armour; want a ride?', it means you'll be able to get information out of children where they'd usually be too childish to understand what it is you're asking them for or too stubborn to tell you for free.
Fallout 3 deserved an OP as good as this. Nice job :)
A couple more from PC Gamer US:
Swift Learner - Extra experience points given every time you level up.
Intense Training - An additional point into any one of your S.P.E.C.I.A.L skills.
Thief - Each rank gives a bonus to Sneak and Lockpick skills.
Also, I've looked again and found that Daddy's Girl gives you a bonus in Medicine, not Doctor.
EDIT:
As for inventions and improvised weapons, I really hope a thick-as-bricks tank character won't somehow be able to construct a Fatman without having to pop a couple of Mentats.
Going to be a badass though the game, no more being a nice guy. :q:
Will the OP need information on what each attribute skill does for Fallout 3? My copy of PC Gamer US has descriptions for both the S.P.E.C.I.A.L attributes and Skills.
Also, list of weapons you can invent with the blueprints and materials:
Rock-It Launcher - Launches physics objects at high velocity (damage is proportionate to weight). Contrary to the E3 Demo and much fan rage, you will find exploding raiders with a teddy bear very difficult.
Rail Roader - It fires railway track spikes (making an annoying steam train sound when it loads another spike).
Flaming Sword - Not sure about this one. Bethesda may have had the sense to have this one cut, but if they haven't, it's exactly how it sounds: a sword which is either on fire or uses a battery to generate massive amounts of heat in the blade. I'm banking on it being a joke weapon which the developers must have mentioned in order to get the hardcore 'Fallout 3 = Oblivion with Guns' believers raged.
The Fatman - Chucks nukes. Breaks games. Good for weakling Science specialists who creatures like the Behemoth would usually eat for breakfast.

Thanks for ruining it for me :(
Oh, and Nerd Rage presumably gives you a bonus to Strength and HP if your health goes below a certain threshold - the name presumably means you're going to need a strong Science skill, as this would make up for a lack of strength due to points put into things like Charisma or Intelligence.
EDIT:
Thanks for ruining it for me :(
We know about these things already (images, videos, mentioned by developers). Take in mind that the bottlecap landmine is something which is very easy to make and even I don't know how you'll get the necessary materials and blueprints for these weapons.
EDIT:
One last thing. Please try not to be negative towards the game.
I try, but after Oblivion (even after Shivering Isles), not expecting a disappointment at the very most is difficult.
Can you join the Brotherhood of steel?
Can you join the Brotherhood of steel?
You get 'recruited' by a squad of them at some point and that presumably leads you to the Brotherhood's Citadel (the Pentagon). Otherwise, I hope you don't have to get roped in to the Capitol Wasteland's BoS.
Besides, they've always been secretive, xenophobic and distrustful towards others, especially if they aren't particularly intelligent. Not that the old image matters, because it's been established that their Brotherhood are a bunch of romanticised, 'Knights of the Wasteland' who believe in purging the super-mutant threat above all else and protecting the people.
Personally, I want to join the Outcasts - the real Brotherhood who decided to continue their original goal of accumulating, cataloguing and protecting technology by any means necessary.

I'm getting Spore on Friday when it comes out.

argh ninja edit.
Get this if you like freeroam, GTAIV has it but you get bored (after a long time though)
Is there anything on being able to upgrade weapons? Like turning the Power Fist into a Super Power Fist (inventory icon is a regular Power Fist with green lights)?
The graphics don't look that good at all.
