Is there a program that launches games in windowed mode? I know there's [url=http://www.neowin.net/forum/index.php?showtopic=603613]this[/url] but it doesn't seem to work. I also know that you can add -window to the shortcut of a game but that doesn't work for some games like Fallout 1/2.

DxWnd works on some games not all but some.
As far as I've read you can't play Fallout 1/2 in windowed mode, atleast not without making it really unstable.
Shift+F4 / ALT+Enter does for some games.
Also I know you tried -window, but did you try -window[B]ed[/B] and -w?

Tried window and w but not windowed although I doubt that would work.

2. Scroll down to where it says [Graphics]
3. At the bottom of the 'section', there is a variable called 'MODE='
4. If you want to read the paragraph above in the section, and figure out what the modes do, go ahead, but I found that modes 1 and 5 take a huge performance hit. 3 works fairly well, but like I said in the paragraph above, No movies, and you can't move it, or re-size it. Modes 2 and 4 are NOT windowed modes.
5. Anyways, for windowed mode, go ahead and change the number from the default (I think it was 1 or 0), to 1, 3, or 5. (3 being recommended)

I've seen a screenshot of someone doing it with that D3DWindow thing but it doesn't work at all for me.
i thought things like -window etc were program specific.. They're not going to work for everything. Probably only source games for sure.

No it's program specific
You might as well download the Fallout hi-resolution mod from No Mutants Allowed and set it to your monitor's native resolution, but I'm not sure if it'll work on your digitally downloaded copy.

You can press Alt+Enter. It works on some games.
wxHnd or 3DAnalyze, I suppose.
Your best bet is D3DWindower, fuckin awesome program.
