Annoyingly it doesn't work if you want to change from a Draenei Shaman to a Dwarf Shaman.

Yes it's possible, but of course there are still some bugs in the system and people are reporting not being able to race change. It's mostly trying to change from draenei shaman/blood elf paladin to other races by the sounds of things.
