There can't be a single best. There can be 'bests' in opinions.
But yeah, I like Empire's Mod.
Research and Develoment, but you need HL2 EP2 I think to play that.
Garrys Mod is well worth ten dollars though.
Empires is awesomly awesome.
R&D is also great.
Garrysmod is pretty cool.

Actually Garry's Mod is not a mod anymore.
Garry's mod is really good and so is dystopia
SMOD is good for singleplayer since it's so customizable.
Haven't played very many good multiplayer mods though.
