I have typed in everything correctly for the port forwarding.

I'm not quite sure what i'm missing here, I can connect to the server with 192.168.2.2 but not with my IP address.
I also noticed the "Starting Minecraft server on *:25565" on the Server GUI.
I've looked just about everywhere on Google and couldn't find anything helpful, my router is connected directly to my desktop, so theirs no "middleman" modem from my ISP.
Can someone help me out here?
You can't connect to your own server with your internet (public) IP address because most routers, by default, block that kind of connection. You're essentially trying to connect out through your router and then back into it. Once a packet leaves your router, it may never return. Ever. It's the law.
Seriously though, Belkin routers (as far as I know) unfortunately don't allow you to disable this. It's called "Internet NAT Redirection", and it's a security feature. Ask a friend to try to connect to your server. From the looks of your setup and port forwarding, you should be fine.
You can also try [url=http://www.canyouseeme.org/]canyouseeme[/url] to see if that port (25565) is publicly accessible from the Internet (if it is, others can connect to your server).
The canyouseeme says the connection is refused, so I suppose I should get a new router.

You don't need a new router...
Make sure you don't have some firewall blocking the connection
Easiest way (and least secure) is to turn off windows firewall and any other firewall you've got running completely, for a short period of time. Then check your port is open

If you still get no luck, try setting your desktop as the DMZ in the router config. Use this for testing only, because it has adverse effects on your network

Use that to check, it is MUCH more reliable than can you see me (can you see me tries to connect on that port from the site...if the service on that port doesn't like the request it may appear closed - at least this is my understanding)
