It's in the game itself, it's called versus mode.
It has 8 players, where 4 are survivors and 4 are (special) infected.
You don't have to download it seperately.

The only way to play as infected in singleplayer would be to have an empty server and be on the infected team, there is no seperate gamemode for that.

2. That's still versus, which is multiplayer and you don't have to download seperately if you own the game.
Basically, there is no such thing as singleplayer as infected, not offline at least and not as something you need to download.
