I want to be able to cycle weapons with Z and X and use C for a stimpak. It breaks the immersion when I have to open up the pip-boy every 5 seconds. Is there a mod or something to do this?
Ummm. Go into your pip-boy and you can set weapons and items to 1,2,3..... etc. Up to 9
Hold down a number, 1-9, and then click on the item you want to set that hotkey to.

The pip-boy is something that is attached to your wrist. You don't "open" it, you LOOK at it. Maybe if it was just some random window like Oblivion, then it would break the immersion more, but it isn't.
But anyway, hold a number key down with the pip-boy up, and then click on the item you wish to assign to that key as other people have already stated.
