So after my little Steam problem, I've come across another dilemma. I've been trying to download Fistful of Frags, as I haven't played it in a long time. But when I go to install it, it doesn't install. It says it's completed, it goes through the process, but it doesn't show up in my games list. It's not in my Sourcemod folder, either. It's as if it never installed. Also, when it installs, not only does it take three seconds, but it says that all the files are skipped. I don't know if that has to do with it, but it's getting a little bit annoying.

Yes, multiple times.
Installer might've been corrupted.
Try deleting and reinstalling it.

Dammit, why is my time going up? IT started at two hours and forty minutes, went up to five hours and 30 minutes, and now is nearing six hours!
Downloading at 12.7kb/s by the way.
It's still doing it. Skips all the files and when it says it's complete, it never installs.

Alright, I've figured out the problem. It keeps installing to the desktop. It's an auto installer, and I can't figure out how to change the output direction.

Just move the folder to C:/programfiles/steam/steamapps/sourcemods
FoF uses an extractor. There's no EXE.
I must be downloading a different download than you guys, because it's an exe. I'll upload a picture sometime later, as Imageshack isn't working.
