Shadows broken/flickering, maxed out on a good PC, ATI card, what's wrong?

Shadows flicker around and shit, I've tried vsync, I've tried everything.

Blizzard broke the shadows for ATI cards when 3.2 came out.

I had the same problem, I slammed shadows down to Low or something. They don't flicker if you turn them down.
