So, I just got CoD:BO and it stutters like hell in multiplayer. And lags like crazy in singleplayer, it shoulden't do this since CoD:MW2 runs perfectly all high, and it's the same engine (I think).

There is a black ops thread for a reason. It is a problem with Dual Cores, mostly based around the shitty sound system that is apparently stressful. If you type in the console /snd_restart at the beginning of every round/when it stutters it fixes some of them, but it's not a guarantee.
It's trying to prevent you from playing it.
It's helping you.
