• Computer BSoD's every time I try purchasing CSS on Steam

Meh, I've given up for now. By the way, my computer runs Source games (and anything else I've thrown at it so far) fine.
Delete everything in your Steam Folder except Steamapps and Steam.exe and run steam, it shouldn't BSOD

Log onto steam from a different computer and buy it there? I understand wanting to solve the problem so I guess it could be a last resort.
Get a Linux Live CD and buy it there though the Steam site.
Give someone your password and account name, have them buy it then change your password. Easy as that.

Have you tried a different browser, or creating a new account and trying it through that? All very unlikely to actually do anything, but they're quick little things you can try just to see if they work.
