Amazon is selling the digital copy of GTA4 for only $5. I'm not sure when the sale started or when it ends, but be sure to jump on it now if you don't have this game yet.

Also, if you're running Windows 7 or Vista you'll have to find the "setup.exe" file and run it under compatability with Windows XP (Service pack 2 or 3).

I wouldn't really recommend this as I don't know the legalities of it, but I added a US address (you can have multiple) and it allowed me to proceed with the order.
I got EFLC and also S.T.A.L.K.E.R. Call of Pripyat because that was only $5 too.
