GTA 4 - Can't get Vehicle Selector mod (or any mods?) to work

My friend, who hasn't played GTA4 in a while, says he knows of a cool mod called Vehicle Selector that lets you spawn and tweak vehicles. I get the ASI or whatever loader and script hook, but when I start the game up and press f4 nothing happens. I've tried with a ton of different ASI loaders but none of them work. Is there something wrong with the mod itself, the ASI loaders, or am I just doing it wrong?

ASI loaders always just end up ruining my install. They never work, ever. Ugggh.

Did you enable F-Lock?

I've had many times when I thought my F# keys were fucked because I forgot about F-lock.

Some keyboards have an "F-Lock" key, like "NumLock", that activate the F# keys (they usually have a secondary function if the keyboard has an F-Lock key)

It might not work on your version of GTA IV. That's a problem I have with a lot of mods (damn you Steam auto-update :argh:)

Well, I don't think that F-Lock has anything to do with it because I don't see a key. Is there a way to check my version number?
