I checked off Broken Steel but when I play all I get is the normal game. What do I do?
I have all the others BTW.
You need to finish the main quest to play Broken Steel.
after playing for a bit you should get a message saying that the level cap goes up to 30, if in 10 minutes that doesnt show up, then you did something wrong.
You have to find the place for Operation Anchorage, the Pit, and I do believe the others...

You get annoying message boxes saying the DLC is activated.
so... are these DLCs only activated after I finish the main story?
You need to find the places to go there. Like that boat or something.

No. Broken steel just continues on the main quest.
As it was said, you will receive messages informing you of things related to the DLC you have active(news of the boat to go to Point Lookout for an example). You have to manually find the areas that pertain to their respective DLCs(you have to manually find the boat and use it rather than being able to initially fast travel).
As for Broken Steel, you should get a message saying the level cap is now 30. The actual content for Broken Steel doesn't happen until what was originally the games end happens. I do not know if you can load a save that was at the vanilla end and get the same effect.
EDIT: all of the other stuff you can do at any time. there are some restrictions though. You can't take a follower to Point Lookout for an example.
If you mean by loading a save that was at the end, then you get the same effect as usual with broken steel.
