Is this game like Fallout, where you won't see anybody except monsters for miles? Or are there tons of friendly NPCs? I want to know, because in Fallout I always felt like I couldn't kill anyone friendly without being punished in some way.
In cities there are. You will occasionally meet the adventurer on a trail in the woods.
But you'll be punished when you reach a city by either paying a fine or going to jail, or running, if you kills someone.
There's 4 Oblivions?
There's a few travelling npcs and guards along the main roads, otherwise the landscape is just littered with monsters. There's mods to add travelling npcs and traders and remove monsters from the main roads.
And if you kill some lone friendly npc you'll most likely get a bounty and be chased by psychic guards, but again, mods fix this.
There's also crazy elves that want to meet you round the back of a church at midnight.
And towns full of invisible people.
Many human NPCs are friendly.
The animals will fuck your shit up though.

Thinking back on it all, Oblivion was so much better than Fallout 3...

Check that they're hostile first, you don't want to end up butchering members of the mages guild.

Yeah, pretty much what the above said, only if you don't have some sort of mod for the guards, then they'll use their Spidey Senses to see you through walls or some shit if you so much as touch a fork on a table...

FO3 was Oblivion with bad guns and a boring landscape. It had some good points, but a lot of it was tedious.

I've gotta disagree. While it wasn't as engrossing as Oblivion, it was still really damn good.
