Fallout 1 and 2 mods and some newbie questions

I recently bought Fallout 1 and 2,i can't get number 3 due to it requires a shitload of pc and my pc is crappy :frown:
Are there any mods?

Is there a way to get again your Dogmeat after he died?
Or Ian perhaps?
Where is the waterchip?
Can you "win" the game without having to get trought a sad cutscene repeatedly saying:
THIS IS ALL THE PEOPLE YOUR KILLED
HURF DURF HURF DURF HURF DURF HU-

Is it possible to join the mutants without having a cutscene repeatedly saying:
THIS IS ALL THE PEOPLE YOUR KILLED
HURF DURF HURF DURF HURF DURF HU-

And yeah,i looked in No Mutants Allowed and there was no mods.

you can't get companions back after they die, but they're worthless anyways

the water chip is in necropolis

why would you not watch the full ending it's supposed to give you a report of the consequences your actions caused

you don't get a cutscene that does that when you join the mutants and why would you do it anyways you lose the game when that happens

3) I wroten wrong,but yeah, can you win teh game without getting the water chip for the people at vault 13?
4)I got taken by harry the super mutant,and yeah,i got tured and shit until i told them what they wanted to know,then i got some kind of cutscene of some bandaged guy into acid,a hand popping up,some entrance door shit with a camera that showed how people died and stuff.
And i lost cause i didnt see anykind of button that said "go back".
It pushed me back into the main screen also.

you're not supposed to get captured, if it does happen you have to go through him punching you (you won't die even if you have 1 hp) and then you have to escape which is a real hassle

and no you can't win without getting the water chip
