Okay, I recently installed a new hard drive and I'm planning to move Steam there. Is it possible to back up my Steam files on the new drive and reinstall it there like nobody's business or will I have to redownload everything?

just copy paste the steamapps map from the first pc to the new one.
You won't have to Download everything again
But you'll have to help steam find the folder after you've moved it
