He just used dynamic_spotlights. Models cast shadows like that anyway, and he was testing volumetric lighting rather than anything else, which looked like he just placed translucent particles in the way which shone when the light was cast on parts of them.

But yeah, that has always been possible, ever since Ep2 anyway, but it isn't very cheap to do and too many in a single map bog performance down, hell, even a few in your PVS can destroy performance.

Get vollight.mdl, scale it down, copy paste it some times and add a light that casts dynamic light behind it, done.

So, I'm just assuming it's a bunch of translucent textures layered on top of each other that light up in an env_projectedtexture, but don't actually block it.

Yeah, he says the models are optional (which they are) but he should make a separate download without them.
