Im going to buy the Orange Box, However I've heard that Portal can be laggy, and I don't think that I would play it anyway, so this is probably obvious but im wondering if you can uninstall portal and then re-install it later without buying it again, and how do you do this?

When you buy the game, you can choose it to whether install it or not, but you will still own it.
Also, you should try Portal, it's an awesome game.
If you have a pentium 4 and some old piece of shit machine it will be, but if you can run hl2 with max settings, you could run Portal without problems, good luck
The games in the Orange Box are steam-account bound. You enter your orange box code and the 5 games will be forever linked to your account. It doesn't matter if you move to Africa or get a new PC, you can always download and play those games again with that specific account.
Steam will manage everything, it's the system you will be using. You can always install/uninstall whenever you like, whether it's installing by disk or online downloading.
Once you buy something from Steam, you keep it forever.
You can use "Delete local content" option to get rid of the files but you still own your precious Orange Box.
Portal is what makes it the orange box. You can reinstall games as much as you like on steam
