Hey im making an mod that might turn out into a game on steam and i need some help

Im making an ultra violent mod about you being a spy in the canadian army and you have been captured by the russians and its going to have singleplayer campaign, 8 player coop, and online multiplayer. Im not that good with coding, mapping, and 3d modeling so i need some help. First thing is i need to know how to program a cover system.
