Since there's no CS:GO forum here (i think we need one) i'll post this here.
It's essentially a "Fix" (in my opinion) that overrides the default headshot sounds, which are taken straight from L4D2 and sound a bit too gory in my opinion. So i toned down the gory-ness.
V1
- Modified headshot sounds to be less gory sounding.
V2
- Modified flesh bullet impact sounds to be less noisy/gory.

As i play more CS:GO i'm going to be listening for sounds that are "out of place" and adding my fixes to the file. If there are any popular requests i can do those as well.
There IS a CS:GO thread:

And this is not what is called a "fix", no matter what your opinion is.
But I like this one more too, so I'll use it as the sound replacement it is.

Pretty sure the sounds were first used in Portal 2.
Oh. Well at any rate they seem really out of place and obnoxious so i toned them down. This technically isn't a "fix" since valve intended to use the original noisy sounds, i'm just making them less loud/obnoxious.
I'm also noticing that some sounds got carried over from CS:S, like the knife shank sounds. So i think i'll find some other high quality knife sounds and replace them.
e: I also found more bullet-hitting-flesh sounds that are really gory, i toned them down too. Update is in OP.
Hey I'm curious, how did you get these sounds to work? I found that I need to update script files, but you haven't included any. This leaves me curious
I kind of liked them though, makes me shit my pants a little because of the way it sounds

i don't think you need to alter scripts unless you use a filename that isn't overwriting one of the default sounds.
but the sound folder doesn't have all the sounds in it, so nothing is really getting overwritten.
Can you share how you installed this? are you doing anything to .vpk files?
