Actually, it's not supposed to be piracy if it doesn't give you an ability to actually play a Source game, it's just a Source mod with the engine and it's own content. I don't know how are you trying to pull off that, but good luck, anyways.

Missing information, was a feeble attempt to recover the original HL2 happening. Contained no maps, no action from the original version, only recompiled maps HL2 Beta anon.
The story on betasource is based of maps from 1300 which were not disclosed and they are selected only those that make up the whole original storyline.
I'd like to see how you're going to make it non-steam legally.

Redistributing Valves work (read: any models, sounds, textures or core engine files) is illegal. You will be using a fair amount of their assets in terms of a engine, and most of the content will be based off, or actually be their content. Making enough textures and models to replace everything Valve have made is one thing.
Basically, you WILL be using Valves content, and redistributing it outside of their requirements (mods, or Source derived games only) will land you in court. Make the game require one of their games or cease development.
Also I'd like to see if you could even get Source running without Steam, it's pretty damn integrated now.
