Because apparently their faces are the same, therefore it is considered proof by people who love the whole "G-man is Freeman's dad!" or "G-man's name sounds like Gordon's last name Freeman!" and other stupid things like that.
This theory has literally been disproved thousands of times, even by Valve themselves.
