Counter Strike Source Won't let me import a spray?

Hi, I'm on Windows XP and when I try to import a spray it says that I don't have permission.. Does anyone have an answer to this?

Dunno if this'll work for beta, but just go to C:/Program Files/Steam/<your SteamID>/counter-strike source/cstrike/materials/VGUI/logos/ and drop it in there.
Providing you have it in VTF and VMT format.

zI could make it into VTF, but what would I have to do for the VMT?
