Ross Scott makes reference to Gordon being in Austria in one of the Freeman's Mind episodes.
Maybe he doesn't talk because he only knows Austrian while everybody keeps speaking in English.

I don't think he's from Austria.
Remember when Eli says, "MIT graduates are few" or whatever. That means he originally studied in Massachusetts then maybe went to Austria to further his studies. Notice also how later in the letter it says "return to the United States" also even later in that letter is mentions MIT and Dr. Kleiner being his professor.
I'm pretty sure he's American, he doesn't look Austrian. The name Gordon Freeman is not Austrian.

Actually, according to Eli, Gordon was only working on experiments in Innsbruck. He mentions that in Black Mesa East. What probably means that he maybe IS American, but he decided to go to Austria.
