I think you can with OL, but otherwise, no. Can't go up to random stalkers either, they have to be your 'friend' before you can recruit them. So, joining a faction gives you a shitload of people to choose from, otherwise you're just hoping someone bleeds out and you hand them a medkit.

Yea it works in OL, but it takes time to get into a faction, or find someone hurt who's not part of a quest.
