I downloaded a Css cts player pack off fps banana here is the link

For some reason the skin just doesn't show up at all I extracted it into cstrike folder and no luck. Am i doing something wrong because this happened with multiple other player skins not just this one.
Are you trying to test it on a sv_pure server by any chance?

sv_pure doesn't apply in CS:S.

Yes it does.
sv_pure 1 & 2 both disallow custom models/skins.

try creating your own server
